Health Law Section Executive Committee Bios

2024–2025

Chair - Elena Praggastis

Elena serves as in-house counsel for CommonSpirit Health, locally known as Virginia Mason Franciscan Health. As corporate counsel, Elena advises her clients on a wide range of issues including physician contracting, fraud and abuse, federal reimbursement, HIPAA compliance, and medical staff issues. Elena has served on the WSBA Health Law Section Executive Committee in various roles for more than four years, and she continues to enjoy the connections she's made and the opportunity to serve the health law community in Washington State. In her free time, you can find Elena hiking Tiger Mountain with her husband and German Shepherd or binge-watching Survivor from her living room in Covington. 

1st Vice Chair - Stephanie Sundier

Stephanie is an attorney for Providence Health & Services. Prior to joining Providence, she was in-house at a telehealth startup and worked for a reproductive health NGO. In addition to serving on this section committee, Stephanie enjoys spending time gardening, playing tennis, and hiking with her pup.

2nd Vice Chair - Adrian Chan

Adrian is a Staff Attorney at the Washington Health Care Authority. In his free time, he enjoys seeing his favorite artists at concerts, playing basketball, and hanging out with his cat, Moose.

Secretary - Genta Iwasaki

Genta is a public sector attorney working at the Office of Attorney General in Olympia. He is passionate about health care, especially as it relates to long-term care and aging. In addition to being a lawyer, Genta is also a licensed nursing home administrator (currently in retired active status).

Treasurer - Ricci Crinzi

At-Large Member - Mikaela Louie

Mikaela is a health care attorney at Foster Garvey PC. Her practice is devoted to helping hospitals and health care providers on a wide range of matters, including regulatory compliance, health information privacy, data security, fraud and abuse, contracting, licensing, certificates of need, and governance. She also has experience representing health care providers at all levels of the Certificate of Need process, including related litigation. Mikaela enjoys spending time with her family, including her husband and two young children.

At-Large Member - Andrew Feld

Andrew Feld MD, JD has a unique niche as one of the very few practicing gastroenterologists who is also a licensed attorney. Besides having a busy medical practice, Andrew has spent significant time volunteering for national medical professional societies and using his insights gleaned from the dual degrees to help with ethical and legal issues faced by his medical colleagues and patients. This has included teaching, writing for professional journals and books, helping create a professional society, and giving lectures. As a member of the Health Law Section committee, Andrew is interested in fostering collaboration between medical practitioners and attorneys.

Young Lawyer Liaison - Sabrina Marquez

Sabrina Marquez has devoted her career to serving and advising health care clients on legal matters specific to their complex and always evolving industry. Sabrina represents and provides counsel to a variety of health care providers, including hospitals and health systems, physician groups, individual health care professionals, and other entities within the health care sphere. Prior to joining Polsinelli, Sabrina began her career at a boutique Seattle firm where she defended health care providers against medical malpractice lawsuits and represented health care providers involved in licensing and disciplinary disputes with government agencies.
