The WSBA Taxation Section is pleased to announce the keynote speaker will be State Representative Noel Frame from Seattle's 36th Legislative District. Noel will discuss the state's efforts to modernize and rebalance the tax code to ensure it is equitable, adequate, stable and transparent for the people of Washington state.

Noel has served in the Washington State Legislature since January 2016. She was motivated to run for office by a desire to fully fund public schools, a passion since her own days as a student in the Battle Ground School District in Southwest Washington. She sits on the House Finance Committee, was a member of the House Tax Structure Work Group last biennium, and anticipates serving on the Work Group, which has been reauthorized to continue statewide public discussion about Washington's tax structure, again this biennium. Noel also serves as the Vice Chair of the House Human Services & Early Learning Committee, is a member of both the House Rules and Housing, Community Development & Veterans Affairs Committees, serves as Co-Chair of the Children’s Mental Health Work Group, and is the House appointee to the Washington State Partnership Council on Juvenile Justice.

Noel earned a B.A. in Political Communication and a M.A in Political Management from the George Washington University in Washington, DC. After graduation, Noel continued her advocacy in Washington state, serving as a political organizer and as a legislative correspondent for Sen. Maria Cantwell.

For five years, Noel was the Director of Progressive Majority Washington (now Amplify), where she collaborated with groups representing communities of color, youth, women, and the LGBTQ community to increase the number of people from those communities running for office. She recruited, trained, and advised candidates for political office, from local government all the way to the state legislature.

As a part-time, citizen legislator, Noel now works as a community development and planning consultant at a small firm in the 36th District. Her experience working for a small business in the Belltown neighborhood of Seattle gives her a unique perspective on the issues facing both employees and employers in small and growing companies.

The luncheon is open to members of the Taxation Section of the Washington State Bar Association, law faculty and students. The general registration fee is $30 per person. Government attorneys, attorneys in their first year of practice and/or law students are invited to attend at a reduced cost of $15.
