What does “moderate means” mean in this context?
“Moderate means” typically refers to individuals who earn between 200% and 350% of the federal poverty level—too much to qualify for free legal aid, but not enough to afford full-cost private legal services. In Washington, this group includes roughly 15% of the population and often faces significant legal and financial strain.
