Addition of New Governors Work Group

The Board of Governors created the Addition of New Governors Work Group on April 6, 2018, to evaluate a proposed amendment to WSBA bylaws that would eliminate the addition of three additional seats on the board — two seats for public members and one seat for a Limited License Legal Technician (LLLT) or Limited Practice Officer (LPO). The amendment would allow LLLTs and LPOs to run against other members for election in open Congressional district seats.

Members of the work will consider the history of the bylaw amendments that added the three new seats to the board and identify the merits and disadvantages of the proposal to eliminate the three new seats. The work group will present a report to the Board of Governors by September 2018.

Background

The Board of Governors added the three new seats to its composition through a bylaw amendment in 2016, following a four-year governance-review process. In January 2018, the Washington Supreme Court issued an order to approve the amendment. While the board was determining how to bring on the new seats, several governors proposed a bylaw amendment to remove the public seats and allow LLLTs and LPOs to run for election in current governor districts. The Addition of New Governors Work Group was formed to evaluate the proposed amendment.
